The Budget: Fiscal Year 1997-1998

STATE POLICE

     The 1997-98 budget provides $120 million from the General Fund and $250.422 million from the Motor License Fund for State Police Operations. In the current year this appropriation received $115.806 million from the General Fund and $246.190 million from the Motor License Fund.

     The General Assembly appropriated $2 million from the General Fund to the Commonwealth Law Enforcement Assistance Network (CLEAN) to establish a new information network which will add to the new mainframe that was purchased last year. This system will centralize criminal justice database systems comparable with other criminal justice information systems. This will enable the State Police to communicate with other local and statewide law enforcement agencies and court systems. This will greatly assist the officer in the field who will be able to determine quickly the background of the individual they have stopped or have some concerns about. To accomplish this, LAN's will be established throughout the state at approximately 100 stations and offices. LAN's will connect to the networks, and mission critical applications will be delivered directly to the users. Centrally maintained data will be delivered to the point of impact swiftly.

     Part of this budget contains an initiative worth $1.563 million for the implementation of automated background checks for firearms purchasers as required by Act 17 of 1995.

     This budget also contains $1.455 million for the training of 100 State Police cadets. This is necessary to maintain the number of enlisted personnel close to the maximum number authorized by law. Additionally, 50 civilians will be assigned to do administrative work that had been done heretofore by State Troopers, so that these troopers can be reassigned to do the work that they were originally trained to perform.

     The General Assembly appropriated $319,000 in the 1997-98 fiscal year to enhance the DNA database we already have pursuant to Act 14 of 1995 and to improve the collection, testing and cataloging of DNA samples.
