JUVENILE AND ADULT CORRECTIONS
Department of Corrections
State adult Corrections spending will climb to $1.028 billion in the proposed budget. The $57 million (6%) increase will again be one of the largest spending boosts in the proposed budget.
The Increased funds will include $23.8 million for the new Chester prison, and full annualized costs for new cell blocks at Albion, Mahanoy, Somerset, Waymart, and Dallas. The budget includes $3.1 million to fully open Laurel Highlands and open two new housing units at Greene and Houtzdale and a new restricted housing unit at Muncy. These additions will increase facility capacity by nearly 2,500 beds by the end of next year.
The proposed budget would provide $1.7 million to continue security enhancements to limit the flow of illegal drugs inside institutions, and monitor inmate telephone calls. The budget includes $930,000 for additional staff to reduce overtime expenditures.
Department of Public Welfare
Youth Development Institutions
Appropriations for Youth Development Institutions through the Department of Public Welfare are increased by $3 million. This $78 million appropriation will fund new facilities at Cresson, South Mountain, and Danville that will add 164 beds to the capacity of our state juvenile system.
Pennsylvania Board of Probation and Parole
The $60.1 million budget for the Board of Probation and Parole includes a $4 million increase above the current year. New initiatives include $444,000 in state and federal funds to provide residential substance abuse treatment for technical parole violators and $650,000 to expand the number of offenders supervised with electronic monitoring equipment. Adult probation grants will be augmented with an estimated $7.7 million in supervision fees collected from county supervised offenders. The Board expects to collect $735,000 from state supervised offenders.
Crime Prevention Initiatives
The budget includes two modest crime prevention initiatives funding $5 million through the Juvenile Court Judges Commission to provide school based intensive supervision and aftercare for juvenile offenders, and $2 million to expand crime prevention initiatives funded by the Commission on Crime and Delinquency.
