The Budget: Fiscal Year 1997-1998

HOUSING FINANCE AGENCY

     The budget provides $10 million for the Homeowners Emergency Mortgage Assistance Program (HEMAP). Last year the Governor sought to eliminate the program entirely. Senate Democrats were able to negotiate a modest $3 million appropriation for the current year to keep the program going. The prior year $18 million appropriation provided temporary relief for nearly 2,000 families at risk of losing their homes through mortgage foreclosure.

     Since its creation in 1983, the HEMAP program has enabled more than 20,000 families to save their homes. The General Assembly and the Ridge Administration are currently pursuing program changes that would allow HEMAP to become self-sustaining following the next fiscal year.
