The honor was given by the Cradle of Liberty Council, Boy Scouts of America, which serves the Greater Philadelphia region, in conjunction with the local maritime industry. The annual award honors a person whose service to the community lives up to the Scout Oath and Scout Law, and who has been effective in helping the maritime industry, especially the ports of the Delaware River area.

     Since 1978, Fumo, a Democrat has represented the First State Senatorial District, which includes the waterfront of south and central Philadelphia. He also serves on the Board of the Delaware River Port Authority.

     In accepting the award before a luncheon crowd of several hundred people, Fumo praised the Scouts for the work they do in developing leadership skills and responsibility among young people.

     "The Boy Scouts have stood for timeless values, such as good citizenship, teaching young people to become self reliant, and teaching them to provide the kind of strong leadership that our country will always need," Fumo said.
